How about getting a private HS and then registering with adoptuskids? You can take the PRIDE classes with CPS, because all agencies like to see that if adopting an older child/ren, and getting a private HS (which takes waaaaaay faster than state ones) and then you can try to adopt a child already "free" for adoption through the state. (Totally free of cost and they will reimburse your HS!)
Or, you can privately adopt older children. It is not as easy as adopting infants, but it is less money and it sounds like you would have room for siblings...
